Thanks. That rule appears to have fixed it for me.

The partitions correctly mount at boot-time now. The luks partition
(md1p5) also mounts correctly (since it doesn't timeout waiting for
the device).
The partitions don't get marked with SYSTEMD_READY=0 now.
