You should be able to use audit=0 on the kernel command line.

Because unfortunately the Fedora audit guys don't care about simple
containers, they want a libvirt-like audit setup inside the container:

We all just run audit=0 now.

=rawhide should work too.

It's sysv's runlevel shortcut. :)
