[systemd-devel] journalctl not showing most boots/logs

I can confirm the issue:

# journalctl -F _BOOT_ID | wc -l
# journalctl --list-boots | wc -l

This is on an ext4, no separate /var partition.

Why is it that all of the instruments seeking intelligent life in the
universe are pointed away from Earth?
