[systemd-devel] RTC clock not updated when timesyncd get correct date/time

Hi,

I'm using systemd 234 on rapsberrypi (build from yocto). Board contains RTC
chip with capacitor to keep correct date time when device is powered off.

When I boot with eth cable plugged then timedatectl shows correct local
date + time and also RTC is properly updated:

 hwclock
Tue Jan 22 19:47:16 2019  0.000000 seconds
root at device:~# timedatectl
      Local time: Tue 2019-01-22 19:47:20 UTC
  Universal time: Tue 2019-01-22 19:47:20 UTC
        RTC time: Tue 2019-01-22 19:47:20
       Time zone: Universal (UTC, +0000)
 Network time on: yes
NTP synchronized: yes
 RTC in local TZ: no

but when boot without ethernet cable plugged (plug when device finished
booting) then timedatectl shows correct local date + time but RTC is not
updated:

timedatectl
      Local time: Tue 2019-01-22 19:53:56 UTC
  Universal time: Tue 2019-01-22 19:53:56 UTC
        RTC time: Wed 2014-01-01 00:06:03
       Time zone: Universal (UTC, +0000)
 Network time on: yes
NTP synchronized: yes
 RTC in local TZ: no

Is this known problem or there is some issue with my setup (I'm using
systemd-networkd + systemd-timesyncd services).
