Why wouldn't you use DHCP to assign a datacenter server's address? 
That's how my Linode VPS gets its address. I guess you could use an 
Ansible script, but then you could include the NTP server in that script.

How does your server know what domain contains its NTP SRV record? 
Whatever configures that could load the NTP server name, as well.
