[Tango-artists] Places context added to Tango's index.theme

Hi all,
	This is a proposed patch to the Tango icon theme's index.theme. It adds:

* The new Places context
* Changes to the KDE specific entries for KDE 3.5
* Changed MinSize from 0 to 32 for scalable/status to match the others
* Reduce MaxSize in the scalable section from 2048 to 256
