[Tango-artists] Font Element in Help Icon

I like the new question-mark-based help icon - it's simple and clear.

I found that th square dot on the question mark and some of it's other 
square edges were a little harsh.

See the attached SVG and PNG of a slightly rounded version of the 
question-mark in help-browser. It was a quick/rough hack, but it gets 
across the idea. If people agree it's a good idea, particularly those 
who made the original (tigert?), then a better version could be made.
