[Tango-artists] system-installer and the common icon spec

Hey guys,

I'm using the icon system-installer in gnome-packagekit, which is
provided by tango. I've noticed that system-installer wasn't in
http://standards.freedesktop.org/icon-naming-spec/icon-naming-spec-latest.html, which I'm guessing it probably should be.

If it gets added (please!) then it probably also needs to be linked with
the gnome icon system-software-installer as a legacy name.
