[Tango-artists] gconf icons

Andreas,

i've done a fast Tango over the original icons of gconf-editor. Here's
what i got. I also changed the license on gnome-look.org back to CC
because there was a question on how i can change it to GPL and ship it
with Tango icons. Never mind, the icons look better as the old
ones from gnome-look and i guess Gnome users are more familar with
these icons.
