[Tango-artists] Inkscape Tango Icon Theme

Judging purely by the screenshots and the SVG, it’s good looking  
great. I tried this with a build of #20508 of Inkscape and finding  
lots of missing-icon icons. Makes it unusable until it’s done. :(

Awesome work though. (:
