It's specified that the contact attribute for contact capabilities gets omitted
from the dict if we don't know, and is present with empty value if we know that
the contact has no caps.

GetContactCapabilities is not specified to have that behaviour.

I propose to "clarify" GetContactCapabilities to match the attribute.
