telepathy-python should implement telepathy-spec 0.19.3:

* implement Connection.Status, Connection.Interfaces properties (also
SelfHandle if it's not already supported)

* make GetContactAttributes more tolerant, if wjt hasn't done this already

* generate code for Balance stable API, if not already done

If some of this needs support from the CMs that use telepathy-python, please
clone this bug to butterfly and sunshine.
