Currently GetCapabilities with the 0 handle is suppose to return Connection
capabilites but CM's don't implement it as the current spec is a bit boggus.

We need a better connection capabilites API so we'll be able to easily solve
question as "Can I list rooms on this connection?" which is an Empathy know
