Remove RegisterChandler and GetInfo API, as they are not needed and they
increase complexity a lot.
In the .chandler files, add a "CallOnlyIfNameIsRegistered" :-) field
which, if set to true, will tell MC to call the channel handler only if
its name is registered in the D-Bus.
A RescanHandlers() API to gently ask MC to rescan the .chandler
directory might be useful, unless there are more or less portable ways
to get notified when directory contents change (inotify?).
