[Telepathy] Mute?

Hello,

In the current draft of the XMPP jingle spec, there is a mute
informational message. Currently, gabble does not send it. I think there
are two possiblities, either add an explicit "Mute" method/interface to
TP, or implicitely mute if the stream direction is changed to
"recv-only".

Probably, we also want to add a "mute" signal to the interface to allow
the UI to display the fact that the other side has muted.

Thoughts ?
