Downstream (at ubuntu) they think it's really very very annoying.
Anyway since you are the actual empathy developers you can decide to
ignore this! Actually I'd also choose to show seconds.

Anyway I've seen some python examples in which they use gettext to
translate things like %H:%M and get the corresponding locale format.
I'll have a look if it really works or if it's fake

I don't really know... For sure in some locales this does not have sense.
Let's see if there's a gettext alternative here.
