Is there any update on this?

Having working SOCKS proxies solves a lot of our streamtube issues.

At a worst case I can set this list as a hardcoded set of fallback
proxies inside KTp, but my understanding of proxies.telepathy.im is
that it is meant to be an up-to-date list of working proxies, saving
us from having to hardcode things like this.
