I agree with you that we should choose safe side. But creating our own
pinyin table would be very hard without helping of native Chinese.

I think we should try third way, creating simple mapping file of pinyin
then mmap it. I think mmaping GPLed file is not a problem. Mmaping the
file also reduce the memory consumption.
