[Uim] 0.4.7

Sorry for long long absence, I was busy for move...

>From today, I want to restart the development of uim.

At first, we should release 0.4.7. I did nothing since 0.4.6-final, but
already there are many changes from 0.4.6. (Thanks for all
contributers!)

I think we should not add new features anymore. (But if you want further
new features, I'll concider.) If there's no objection, I want to set the
roadmap for 0.4.7 as follows.

May 8,  0.4.7 alpha1
May 12, 0.4.7 beta1
May 20, 0.4.7 final

I'll write next mail ASAP for roadmap after 0.4.7.
