seprate window management component

would it be to much trouble to make window management a proxy program?
Ex.
----------------      ------------------------     ---------------------
| appliation | -> | window manager | ->| display server |
----------------      ------------------------     ---------------------

and instead of fighting over window managment issues, it can silently
compensate for misbehaving clients.
also remote desktoping:

----------------      ------------------------     -----------------
| appliation | -> | window manager | ->| vnc server |
----------------      ------------------------     -----------------

or a combination of a normal display and a vnc server or what ever
remote display proto you want.
this wouldn't be some directly addressed in the protocal , but a
recomeded setup.
