Yes, I am not very content with this either. The very initial goal was
simply to start #wayland-dev to give a place for the core wayland
developers to have a 'quiet place' where they could get to know one
another better and focus on protocol specific semantic details.
Unfortunately, this channel was deemed unnecessary by Kristian, so
many have also rejected it as being useful or serving any purpose.

Yea, it's kinda intermingled with other new ideas too. When I started
on wayland one year ago, one of my goals was to get enough protocol in
place to support basic compiz effects. Then I wanted to try
implementing more compiz-like features in weston. Unfortunately, my
plans have been stifled by lack of even the first building block to be
set in place. I don't really care what reasons there might be for slow
wayland development. I know there are plenty of valid real-world
reasons which are beyond anyone's control. This does not change the
fact that the community is and always has been ready to move forward.
We need basics on which to build and weston is just *right* there. It
just needs a little time, love and candy.
