wl_shell had some issues that made it hard to improve without rewriting it
from scratch, and that's what xdg_shell is. We expect that xdg_shell will
be part of Wayland officially at some point.

Right now, you don't have to depend on Weston. Users can copy the
xdg-shell.xml file into their own projects and use it through the
wayland-scanner, just like any other extension. This is what mutter and
GTK+ do.
