[ANNOUNCE] wayland 1.16.91

This is the alpha release for wayland 1.17.

In addition to some clean-ups and bug fixes, we now have protocol to
express an internal server error message, and a new version of the wl_seat
protocol with no changes other than keymaps must be private.
