[ANNOUNCE] Weston 13.0.1

Hi all,

Further update on this, some folks reported that 13.0.1 tag was wrong,
which prompted a new 13.0.2 point release.

I managed to trip a few issues with the release script again and that
one is botched as well. I've sent out a recent announcement for 13.0.3
so please use that one as the latest stable point release.

Apologies if this caused issues/inconsistencies, but there were some
cumulative factors that lead to this.
