[Xcb] [doc] first step of the documentation of sync.xml

I think it should be merged, a number of us know python so we could all
hack on it.

Tom,

How feature complete is it?  Does it generate everything that the XSLT
does?  Also what is the other approach on your PC?  Is it 'better' than
the one in your git tree?
