[Xcb] xcb tutorial translation

Wow, thanks very much for this!

I have no idea how we handle a translation such as this. I'd like to have
it checked by an independent Russian speaker for at least basic accuracy;
does anybody on this list know somebody who could do that? Then I'd like to
put it somewhere official, but I'm not sure what the best way to do that
is. Suggestions, anyone?
