I also have found this issue with notify-send, but it did not work as reliably.

However, does it work on a fresh XServer for you? For me, I have to wait
multiple days before I can reproduce this issue. I made an xtrace ... but
failed to store it thinking I would just test first but then, plasmashell did
not want to start again and I had to kill X to get it to work again. I will
have to wait a few more days to get this one.

Yes, I can reproduce this bug with a fixed libxcb. I will create a new bug
report as soon as I get the xtrace.
