I'd recommend NOT to host projects by themselves, sourceforge is an excellent place for that, and is the first one being queried anyway, what would be very usefull imo is to have the standards documents somewhere as others suggested and a part where reference builds of desktops can reside.
All the distributers could base their desktop's on the reference builds and add apps and custom graphics e.a.
