Some more things that i noticed when implementing this spec:

KDELegacyDirs has a fixme, i think you get the dirs from "kde-config--path 
apps", what about the prefix, just "kde"?

"$XDG_CONFIG_DIRS/menus/menu-file-basename-merged/ One of the default merge 
directories included in the <DefaultMergeDirs> element." - If this is only 
one of the dirs, what are the other default merge directories?
