DTD to validate Menu Files

Hi :)

I wrote a DTD to validate .menu files specified by 
http://www.freedesktop.org/standards/menu/draft/menu-spec/menu-spec.html.

There are two issues I see:

1.) Move should contain exactly one "old" and one "new" element, otherwise it 
is not possible to validate it.

2.) Because of a limitation in the DTD-format all subelements must be listened 
in a the order specified by the DTD.
