Heh, this isn't a new idea, and in fact that's how it used to work.
Except it didn't work very well, so now we do it properly and don't get
stuck cursors and other wierdness anymore. Anyway, legacy apps are being
blatted at an astonishing pace, all GTK2 apps support it by default, I
assume the same is true of modern KDE apps. Mozilla/OpenOffice are
special cases but adding support is reasonably easy.

Wine is a bit harder as there's no Win32 equivalent.

Well, it kind of already is solved. Legacy apps should be fixed, startup
notification is nice to have but not essential. Fixing the apps is
better than breaking the system
