Did you look at how fontconfig handles this?  The global cache is written
by the separate cache update program.  Only errors and omissions in that
cache are written to a per-user cache file.  That way the per-user cache
file is generally small, and the time to generate it is proportional to the
changes, not the size of the whole database.
