converters and graphical tools for configuring menu and desktop entries?

Please suggest some converters for generating menus and desktop entry
files. For example, is there anything to convert blackbox menus?

Also, are there any graphical tools for maintaining menus that use the
Desktop Entry Standard and Desktop Menu Specification? Hopefully
lightweight and not needing qt3-libs, kde-libs nor gnome.
