Broken DocBook <article> template for xdg specs

Hi All,

I've gotten into the habit of viewing your specs by running yelp on the 
xml source files and have noticed a error in the template that you're using:

As of V4.0 <artheader> is no longer a DocBook element, but is 
nonetheless used in the specs you publish, thereby resulting in an 
invalid document. Fortunately, the fix is easy:

Simply replace <artheader> with <articleinfo> and the problem disappears:)
