Legacy-Mixed is not an extensible list; it handles a fixed set of
encodings for desktop files found a couple of years ago.
All other encodings need to be explicitly specified; e.g.
name[af.ISO-8859-1].
The current spec basically requires UTF-8 encoding always.
(I'm not even sure that KDE supports Legacy-Mixed at all.)
