[PATCH] Legacy-Mixed improvements, sync spec and code

Here's a couple of patches for desktop-file-utils and desktop-entry-spec
(posted here because I couldn't find a suitable product in
bugzilla.freedesktop.org).

Summary: added some language<->encoding mappings, a couple of trivial
bug fixes, and bring the spec and code into sync.
