The GtkFileChooser widget does just that. It also allows custom
filesystems to be used. So you could easily write a GtkFileSystem that
respects the KDE directory bookmarks so that KDE and GTK+ apps can
share them.

So as you see, people are already working on this stuff. Apparently
you didn't do a lot of research before proposing things here.
