new hicolor icon theme file

I just released a new version of hicolor-icon-theme, version 0.6. It
just adds a few directories for the 24x24 size.

Its now available at
http://icon-theme.freedesktop.org/wiki/HicolorTheme, which i pointed to
from http://www.freedesktop.org/wiki/Software_2ficon_2dtheme. However,
this may change in the near future, as the organization of the web site
seems to be in flux at the moment.
