xsetting for scrollbar placement

Hello, I am wondering if I could get some feedback and advice regarding
creating an xsetting to specify the placement of scrollbars in a window.
Presently, the de-facto standard placement of scrollbars tends to be on
the right-hand side of a window. Left-handed users may find this
slightly uncomfortable when using a graphics tablet, as you are leaning
`across' the input region which corresponds to the window. With a tablet
PC the situation is worse, as you will be obscuring the window you are
trying to scroll.
Requests have been made to a number of desktop components[1,2,3] to
implement a user-configurable option for the placement. Since it is a
problem which spans a variety of toolkits, I think it's a good candidate
for an Xsetting.
I have seen little discussion in the list archives regarding the process
for creating an xsetting, and I can find very little in the GTK+ code
which talks about it (I've been working on a patch for this problem on
GTK+). So, what do people think?
