But isn't that the same thing as saying XDG_DATA_DIRS?

Or I suppose the more precise statement would be:
the first directory <dir> in XDG_DATA_DIRS such that
<dir>/share/applications exists and is writeable.

Which, if XDG_DATA_DIRS is not set, resolves into the
same thing, afaict.
