Should we be using "reboot" or "restart" as an action? This is something
else that we should try and standardise.

I've already done:
	CanSuspend		->	AllowedSuspend
	CanHibernate		->	AllowedHibernate
	InhibitInactiveSleep	->	Inhibit
	AllowInactiveSleep	->	UnInhibit
