A good thing is there is no such place. Even if there was I strongly
believe that no particular desktop should place a full-blown icon
theme in a shared path. A more acceptable approach would be to have a
fd.o neutral theme based on the icon-naming-spec. But as hicolor is a
last resort when searching for icons, even this doesn't seem
applicable.
