I totally agree with Sergey the existing situation is not good, and 
existing xkb possibilities are not sufficient 
(http://fedoraproject.org/wiki/SIGs/Fonts/Dev/LanguageAwarenessProblem).

As for the solution, as long as the problem is solved, I've not preferences
