Numbering requirements of The FreeDesktop.org Trash specification

Good idea, it would be useful to annotate the source code of the implementations
with those requirement numbers; a nice way to point at specific parts of the spec.

What still needs to be done is: to have this spec on freedesktop.org, finally...
