RFC: Categories: Allow extend primary tags for Geography

Nowadays, many cartography and mapping applications fall to unsorted
stuff in the menu.

Due to lack of appropriate category, they started to use unregistered
Categories=Graphics;Maps;.


It would be nice to either accept "Categories=Graphics;Maps;" or use
following approach:

Now:
Additional Category | Description          |  Related Categories
Geography           | Geography software   |  Education

Proposed:
Additional Category | Description          |  Related Categories
Geography           | Geography software   |  Education;Science;Graphics


Mapping sofware can then use Categories=Graphics;Geography;, other
geography software can use Categories=Education;Science;Geography

Well, maybe even Utilities and System may be possible in combination
with Geography: for GPS utilities and GPS daemon settings.


Notes:

Does it have any reason, that say Geology and Electricity recommend
combining with Science, but Geography of Economy does not?

Does it have any reason, that "Science" is used in "Related Categories",
but does not appear in list of "Main Categories"? It means, that any use
of "Science" keyword must be combined with "Education" (the only allowed
main category for it).
