Well, to be frank, why do you want such a library to be part of fd.o? I don't 
think you should start with placing it under the fd.o umbrella: you should 
start with getting adoption.

So, I suggest you start your library first. Write some code, make sure it works 
and get more people to help you. And then approach the many desktops and see 
if they'll use your library.

I personally don't think new technologies should be developed as fd.o, since 
it looks like it's mandated. Instead, it should be the other way around: 
technologies that are de-facto shared get the fd.o stamp -- or technologies 
that are developed in collaboration to solve a common problem.
