Starting discussion on a new version of the notification spec

Personally, I *would* push to have this changed: making actions required 
would ease implementation complexity on the app side.

Well, as a representative of Canonical's interests as an employee, 
that's not really relevant.  You're here, and appear to have something 
to do with notifications support in Ubuntu, so you're more than 
"qualified" to weigh in on this topic, regardless of when the original 
decision was made.

Admittedly, though, a discussion to try to get Canonical to change its 
mind on this issue might not be appropriate for this list.
