New icon theme spec update for scaled icons

Working with the scaled icon support in Gtk+ i realized that there is a
compatibility issue with the scaled icon support. For instance, if you
have a directory with Size=24 and Scale=2 then an "old" implementation
of the icon theme spec would pick up the 48x48 pngs in this directory
and use them for 24 pixel icons, as it ignores the Scale key.

In the new version I've also added a ScaledDirectories key that can be
used by scale-aware implementations in addition to the normal
Directories key. This way we're completely backwards compatible.
