Any upcoming colorscheme standard ?

Hi,

I've grown tired of configuring themes/color schemes for my different
softwares so I looked into standards to see if I could implement it in
some software.
This one seemed to be what I was looking for but the drafts got
removed for whatever reason their author had :

I just wonder if anything exists to replace/update those documents ?
