Any upcoming colorscheme standard ?

I'm not aware of any standards work, but you might be interested
in this paper we wrote for KDE 4 back in the day, which was spear-
headed by the KDE Accessibility team and aimed to make central
color configuration and APIs good-enough to allow a variety of
apps to derive their color settings from the system settings,
among other things:

This did get subsequently implemented to some degree - additional
color roles in the system, improved APIs to work with them, 
additional APIs to derive even more colors, and so on.

There are some pretty nice uses of that around, e.g. KDevelop's
semantic source code highlighting which uniquely colors distinct
variables uses it to pick colors that derive from and complement
/ contrast well with the relevant system colors.

Any standards effort might want to look at it as a study case of
note.
